Two registered sex offenders charged

Edmonton… ALERT’s Internet Child Exploitation (ICE) unit has charged two registered sex offenders following separate investigations in northern Alberta.

ICE arrested Clifford Roslund of Kinsella, Alta. and a 35-year-old man from a rural Edmonton area community that they cannot name in order to protect the identity of his victim. Both men are registered under Sex Offender Registry Centre of Alberta (SORCA) as the result of previous convictions.

ICE made the arrests on December 18 and November 29, respectively.

“These are two examples of the types of files our unit is prioritizing. In both cases, we see the history of our suspects and need to act quickly to prevent harm from happening in our communities,” said Acting Insp. Jon Morrison, ALERT ICE.

Roslund, 40 years old, was charged with possession, distribution and accessing child pornography. His home in Kinsella, about 150 kilometres southeast of Edmonton, was searched and a computer and other electronics were seized.

ICE was notified through the National Center for Missing and Exploited Children after child sexual abuse material was shared online.

Roslund was convicted of sexual interference in 2012. He has been released from custody. His next court appearance is scheduled for January 13, 2025.

Meanwhile, in a separate investigation, ICE charged a 35-year-old sex offender possession, making and transmitting child pornography, as well as breach offences. In this instance, the suspect allegedly shared child sexual exploitation images of a family member.

Naming the suspect, and even naming the small rural community in which he lived, could potentially identify the victim in this case.

The suspect was previously charged by ICE in 2014. He remains in custody. His next court appearance is scheduled for January 7, 2025.

There is no definitive link between the suspects other than the offences allegedly committed.

Anyone with information regarding this investigation or any child exploitation situation is asked to contact their local police, or to report their concern anonymously to Crime Stoppers (1-800-222-TIPS).

ALERT was established and is funded by the Alberta Government and is a compilation of the province’s most sophisticated law enforcement resources committed to tackling serious and organized crime.

Since 2022, CISA has been guided by four pillars that focus the effort to promote an integrated, intelligence-led approach to combating organized crime; these are:

  • Building Relationships with Stakeholders;
  • Promote Intel Sharing Across the Province;
  • Being Proactive and Identify Emerging Trends; and
  • Investing in Our People Through Training and Development

Criminal Intelligence Service Alberta (CISA) has recently developed an Alberta Firearms Intelligence Centre (AFIC) to equitably expand access to firearms intelligence for all law enforcement agencies within Alberta. AFIC will provide timely, accurate, and actionable intelligence to law enforcement agencies and policy-makers to achieve the shared and collaborative goals of increasing public safety concerning firearm-related crimes.

Child Sexual Abuse Material (CSAM) involves images and/or videos that depict the sexual abuse of minors – the majority of which involve prepubescent children. Often, CSAM involves explicit and/or extreme sexual assaults against the child victim (Cybertip.ca).

Ghost Guns are illegal, privately manufactured firearms or lower receivers. These weapons are often made with 3D-printers, and undermine public safety due to their lack of licensing requirements, serialization and safety controls.
